The New FCC: Is Á LA Carte Cable Programming On the Horizon?

As most cable television subscribers know, television subscriptions require one to buy a bundle, or a group of channels, rather than allowing one to purchase only those channels they intend to watch. For years the Federal Communications Commission (FCC) has insisted that forcing service providers to provide á la carte programming would be prohibitively expensive, meaning it would drive up the costs for TV providers, who would then have to create new systems to manage huge numbers of programming lineups. Viewers, they concluded, would be better off just purchasing bulk channels.

Fortunately, times have changed. After what has been coined as its 'campaign against indecency,' the FCC is reevaluating the need for this type of programming. Families, after all, would be given greater control over what their children view. Other TV enthusiasts are amiable to the idea for different reasons. Why pay, they ask, for channels you don't really want? For service providers, however, reactions have been mixed.

Networks and cable operators have been painting a doomsday scenario around the implementation of a la carte programming, writes Tech Dirt, www.techdirt.com, saying it will destroy their industry. In fact, most cable companies remain opposed to the idea. While many believe this to be untrue, the result of more viewer flexibility could dent their revenues just enough to encourage smaller changes. For Instance in December 2005, Comcast and Time Warner announced they will offer 'family-friendly' channel tiers. This alternative, combined with the advent of DVR and v-chip technology, which allows parents to block certain programs based on their ratings, can undermine the primary argument for this specialized programming.

While these alternatives are of little comfort for those who simply do not want to browse through dozens of what they consider to be sub-par channels, it has at least opened up a forum to debate the issue. Most feel that while these new family-oriented solutions will delay the rise of á la carte programming, it's only a matter of time before technology allows your television viewing experienced to be a personalized one.
